TITLE: Program Manager, Combating Xenophobia in Russia Program

SUMMARY OF POSITION
IREX seeks a Program Manager for a possible program to combat xenophobia among youth in Russia. The Program Manager will have responsibility for organizing trainings, administering small grants, drafting reports to the funder and other documents in English, and liaising with IREX/DC. This position will be based full-time in one of the potential target regions of Russia (Krasnodarski Krai, Volgograd, Rostov, Stavropolski Krai, Chechnya, Dagestan, Ingushetia, Kabardino-Balkaria, or Karachaevo-Cherkessia). The position is contingent on funding.

RESPONSIBILITIES AND DUTIES

* Recruit participants and trainers and organize youth events

* Administer small grants program and monitor projects in target communities

* Draft reports for funder, success stories, and other documents in English

* Develop and maintain effective partnerships with local youth civil society organizations in target regions

* Serve as primary liaison with IREX headquarters

QUALIFICATIONS

* At least 3 years of program management experience required, preferably in the NGO sector; previous experience working on USG-funded programs strongly preferred

* Ability to draft complex documents in English required; experience drafting reports for USG-funded projects highly desirable

* Strong logistical and organizational skills required; experience organizing events for youth highly desirable

* Experience administering grants required

* Understanding of dynamics among ethnic groups in target regions

* Ability to navigate complex cross-cultural relations required, including strong communication and negotiation skills

* Fluency in English and Russian required; knowledge of other languages spoken in target regions preferred
